Loupe is owned and operated by Alvin P. Loupe (“Paul
Loupe”) who has amassed over 35 years of construction experience working for other
contractors estimating and managing projects as well as over seeing his own Company’s
work. Loupe is currently a family owned small business which is United States
Government CCR registered. The Company was organized and registered in Louisiana
on February 2, 1998. The Company’s headquarters office is located near the banks of the
Mississippi in Reserve, Louisiana; just west of New Orleans.
After Hurricane Katrina, Loupe Construction and Consulting Co., Inc. joint
ventured with Kostmayer Construction, LLC (a longtime and highly respected marine
and heavy civil construction contractor in the New Orleans area) to perform the debris
removal and disposal work in Jefferson Parish. The Loupe Kostmayer Joint Venture
performed over $100 million worth of work for Ceres Environmental Services, Inc. in
support of the Corps of Engineers clean-up in Louisiana.
The Joint Venture quickly mobilized and timely completed its Hurricane Katrina
work. The Joint Venture worked hard to utilize as many local small business contractors
as possible. In fact, due in large part to the Joint V enture’s efforts, the Corps awarded Ceres an Outstanding Performance Rating for the work while specifically noting the
exceptional participation rate for local contractors. After Hurricane Katrina, Mr. Loupe
and his firm participated in many of Ceres’ levee re -building contracts which required the
procurement and development of borrow pits, hauling of material from the pit to the
levee, placement, design and other activities.
Based upon the experience of Paul Loupe and his staff assembled for the BP
project and future projects, the Company’s access to financial, bonding, and technical
resources and other company resources, Loupe Construction and Consulting Co., Inc. can
perform a wide range of construction projects cost effectively, efficiently and timely
while employing the maximum amount of local suppliers, subcontractors, vendors and
employees.
